Announcement About Law No. 7592 On Academic Amnesty
Under Provisional Article 85 added to Higher Education Law No. 2547 by Law No. 7592 on the Amendment of the Higher Education Law and Certain Laws, published in the Official Gazette dated August 9, 2026 and numbered 33335, students who meet the relevant conditions have been granted the right to resume their studies.
Accordingly, the application and registration procedures of students wishing to benefit from this right will be carried out in accordance with the relevant provisions of the Law and the implementation principles determined by Sabancı University.
Relevant Legislation and Implementation Principles
Law No. 7592 on the Amendment of the Higher Education Law and Certain Laws
1. Who May Apply?
Students who meet the required conditions under Law No. 7592 and are enrolled in:
Foundations Development Year (FDY/English Preparatory Program),
Undergraduate,
Graduate
programs may apply to our University to resume their studies.
Students who previously benefited from registration rights under earlier amnesty laws and subsequently withdrew their registration or were dismissed from the University will also be considered within the scope of this implementation, provided that they meet the relevant conditions.
2. Application Dates
Student amnesty applications will begin on September 24, 2026, and the application deadline is December 9, 2026.
Semester of Resumption of Studies
Application Dates
2026-2027 Fall Semester
September 24 – October 9, 2026
2026-2027 Spring Semester
October 10 – December 9, 2026
Applicants who complete their applications by October 9, 2026 will be registered for the 2026-2027 Fall Semester, while applicants who complete their applications between October 10 and December 9, 2026 will be registered for the 2026-2027 Spring Semester.
No applications or registrations will be accepted after December 9, 2026.
Inter-Institutional Transfer: Applicants applying to our University through inter-institutional transfer from another higher education institution must also complete their procedures within the dates specified above.
3. How to Apply
Applications must be submitted in person to Student Resources.
Applicants must complete the Student Amnesty Application Form under Law No. 7592 in full and submit the wet-signed form in person, together with the required application documents, within the specified application period.
4. Documents Required for Application
- Student Amnesty Application Form under Law No. 7592,
- Photocopy of Turkish Republic Identity Card / Foreign National Identity Document,
- Criminal Record Certificate (must have been obtained from the Office of the Chief Public Prosecutor or via e-Government within the last 7 days. Applicants with a criminal record must obtain a certificate intended for submission to the relevant institution, with the information concerning their offenses indicated on the criminal record certificate.)
- English Language Proficiency Certificate (except for students whose affiliation with the University was terminated within the last two years, students must meet the English language proficiency requirements set by the University. Accordingly, students must either submit a language proficiency certificate accepted by the University or achieve the proficiency level determined by the University in the ELAE. The language proficiency of PhD students will be evaluated by the relevant Graduate School Executive Board.)
- For applicants who will benefit from special provisions concerning military service status, the relevant military service/discharge document,
- One photograph,
- Any other documents that may be requested by the University as part of the evaluation of the application.
Additional documents may be requested depending on the nature of the application and the applicant’s academic status.
English Language Proficiency and ELAE
Except for students whose affiliation with the University was terminated within the last two years, students must meet the English language proficiency requirements set by the University. Accordingly, students must either submit a language proficiency certificate accepted by the University or take the ELAE on one of the dates listed below.

- Wednesday, September 30, 2026
- Wednesday, October 7, 2026
- Wednesday, October 14, 2026

5. Evaluation of Applications
Applications will be evaluated by the relevant units and boards of the University in accordance with the applicable legislation and the Sabancı University 2026-2027 Student Amnesty Implementation Principles.
Applications concerning programs that have been closed or are no longer admitting students will be evaluated by the relevant Faculty/Graduate School Executive Board, taking into account the student’s academic history and the admission criteria of the existing programs.
6. Registration Procedures for Applicants Whose Applications Are Accepted
For applicants whose applications are approved and who submit all required registration documents in full, registration will be finalized upon the decision of the relevant Faculty/Graduate School Executive Board and payment of the tuition fee applicable to the semester in which they will resume their studies.
