Competition law and policy in Turkey and the European Union; agreements and concerted practices; vertical restraints; abuse of dominant position; competition and regulation in the telecommunications and energy industries: privatization and liberalization; universal services; models and contracts that encourage public-private partnerships in investments

Learning Outcome

By the end of this course a student should be able to:

a) Identify market imperfections, especially imperfect competition and natural monopoly that justify government policy in these industries
b) Develop a fundamental understanding of basic components of competition law and policy, especially in the European Union
b) Describe the basic tradeoffs involved in regulatory policies, including static vs dynamic effects of optimal retail and wholesale (access) price regulation,
c) Demonstrate knowledge about the main characteristic of evolution of regulatory policy in telecommunications and electricity in the European Union and Turkey
d) Develop individual skills in reading academic and professional economic articles and write commentary about them

1 Establish a strong theoretical background in several of a broad range of subjects related to the discipline, such as manufacturing processes, service systems design and operation, production planning and control, modeling and optimization, stochastics, statistics.
2 Develop novel modeling and / or analytical solution strategies for problems in integrated production and service systems involving human capital, materials, information, equipment, and energy, also using an interdisciplinary approach whenever appropriate.
3 Implement solution strategies on a computer platform for decision-support purposes by employing effective computational and experimental tools.
